Recently, the EU Council Youth Working Party – the working-level group of member states’ representatives on youth issues – has passed (draft) Council Conclusions on fostering the creative and innovative potential of young people.
What is “funny” and most typical for EU Council “politics” is that the only concrete decision these so-called conclusions contain is to create a new expert group on this subject which shall report back in 2013. This is how EU and national bureaucracies think “innovation” and “creativity” work. Waste time and money with yet another expert group.
The rest of the conclusions are non-binding phrases of good will and intent. Nothing that will help any single young person in Europe to be more creative or innovative. But at least dozens of EU and national officials will keep busy (and their jobs).
